Every catalog WBS code and every anonymized procurement geography gets one number per cell: the distinct contributors the AMP-Score network has indexed against that pair. Cells move from grayed (0) to gated (1–2) to live (≥3) as submissions accumulate — the same three-contributor gate /wbs/[slug] uses to unlock the public regional benchmark view.
